Organisation

The project has been commissioned by DG-Water, which asked Rijkswaterstaat’s Centre for Water Management to take responsibility for its implementation. The project falls under the Centre’s framework agreement with Deltares, which is therefore responsible for its implementation and for the deliverables.

Where relevant and efficient, the private sector will be utilised for the implementation of activities. The idea is to establish an open platform to keep the private sector informed, maximise the input of knowledge and ideas from the private sector and ensure that the transition to the new tools runs smoothly. Thus far, a number of meetings have been held for the private sector each year. The Centre for Water Management has set up a focus group for the purposes of quality assurance. Its members include representatives of water boards, provincial authorities, research institutes, RWS managers, the inspectorate, engineering consultancies and the Expertise Network for Flood Protection (ENW). A selection of focus group members act as a working group that will help guide the trial assessments (phase 3). ENW will also be regularly invited to play a role in quality assurance. Project structure and schedule

The new design and assessment tools are being developed and tested in a step-by-step fashion, allowing any practical problems to be identified and addressed quickly. This approach has been chosen because previous projects have taught us that, when developing a draft set of tools of this scope, only repeated practical application produces the level of quality needed for an official assessment round.

The work has been divided into phases (in which interim products – milestones – must be delivered) and into ‘work packages’ containing concrete deliverables. The advantage of this procedure is that each phase produces specific interim products that can be used in subsequent phases by other work packages.

At the same time, these interim products clearly do not yet have their full functionality, so further augmentation and development can occur in parallel. As the project proceeds, therefore, a growing set of proven tools will emerge.
