Set up a historical run for WFLOW

This implies:
- renaming current WFLOW run to forecast (now it is named historical while it is actually a forecast)
- making a moduleInstance for WFLOW historical containing measured precipitation (TRMM). input should be hourly timesteps
- making a workflow for WFLOW historical
- making sure states are saved in historical run and used as input
- making sure the output state of the historical run is used as input for forecast
- set up locationset with interesting locations in the Citarum catchment.
- set up postprocessing transformations for both historical and forecast runs for transforming grid to scalar timeseries for those locations

NB use the SOBEK historical and forecast as example.
