Need way to quickly add news, but how to receive external comment?

Maximum flexibility for a controlled group of people.
Banner - good but has to kept up to date.
Need to have minimum functionality
Discussion of how to generate mailing list:
1. Find out where existing one is.
2. Check and update it.
3. Keep it in a form that can be updated and can be used readily to generate a mass mailing.

Proposal: OA DC proposes to abandon current website and recreate on GooglePages with inkind support from Deltares and Aquafin, at a cost of 50 euros to OA
