Think in jumps, act in steps and use loops for the cyclic development process of the IMS


The IMS-manual is aimed at guiding the user through the whole megasite management process; from the initial screening to the final definition of the remediation scenarios and long-term site management plan. The IMS-manual helps the user to distinguish the areas of the megasite with the highest risk and set up priorities for the level of risk reduction, degree of decontamination and consequently, related investments on the basis of risk assessment for the area. This process can often minimize the costs of the project and maximize its effectiveness by channelling investments into the most endangered areas of the site.

To apply risk-based management at the specific megasite the user is advised to follow the stepwise sequence given by the IMS-manual. The "big jumps" are the four different sections, listed at the left. These sections are subdivided by different steps. In practice the user may find him/herself looping back to earlier steps, in order to use new/better information or new insights. The IMS provides information and guidance but does not dictate the final outcome of the process. The IMS is structured as a multi-level approach. It provides sufficient information to the technical megasite managers/site owners/stakeholders to judge upon applicability of the IMS on the particular megasite. Detailed information and reference to decision-support tools are available for the technical experts/consultants to carry out specific tasks needed to establish an integrated risk-based management plan.
