The dataset may hold one (or more) zip file, described by its metadata (see Figure 3.6 and Table 3.4). The metadata file is not complete yet as the URL is missing and multiple config files should be allowed to accommodate multiple sub-models TODO: See FEWS-9909 and FEWS-9910
