Define a root-directory for the application
Assumption:
- The NGMS-root directory is located at D:\NGMS_SA
- The NGMS-root directory contains the FEWS-binary D:\NGMS-SA\bin
- the NGMS-root directory contains the Java RunTime Environment (JRE1.5.0_11 )
Populate the directory
unzip Sampleregion.zip into the root directory
create associated executable for testing
