Rijkswaterstaat IQM new alarmmodule

Since 2024.01, Delft FEWS can export messages to the Rijkswaterstaat-implementation of the IQ Messenger software. See IQM for more information.

Alarms are forwarded to the IQM-application in a JSON format using HTTP.
